China open to talks on binding emission cut after 2020: official

China's top negotiator at the Durban climate conference says the Chinese side has agreed to discuss binding emission cuts after 2020.
Xie Zhenhua also says the formal negotiations for China's obligations after 2020 should be based around the first commitment period of the Kyoto Protocol.
Xie also says the world's developed nations should be leading the way in emission cuts, on top of providing funding and technology to the developing world.
China's energy consumption per capita has decreased over 16 percent from 2005 to 2010.

Putin support drops, exit poll

Early results from Russia's parliamentary elections show a sharp decline in support for Prime Minister Vladimir Putin's United Russia party.
Poll results announced now indicate that United Russia has taken less than 48.5 percent of the vote, followed by the Communist Party of Russian Federation, with nearly 20 percent.
Despite the loss of parliamentary support, Putin has told the crowd at his party's election headquarters that the results should be viewed as positive.
"Despite all the difficulties faced by our country, and despite the responsibilities undertaken by the United Russia party, our voters again chose to have the party as the leading political force in our country."
The parliamentary election is being viewed as a litmus test of Vladimir Putin's personal popularity ahead of the Presidental election in March.

International Conference on Afghanistan to start later

Diplomats and leaders are pledging their committment to Afghanistan ahead of a global conference due to open in Germany this Monday about the future of the war-torn country.
Around a hundred countries and international organizations will be represented at the gathering in Bonn.
However, one of the most important countries for Afghanistan's future, its neighbour Pakistan, is boycotting the meeting.
The boycott is in protest of NATO's air assaults on its military checkpoints two weekends ago that killed 24 Pakistani soldiers.
The one-day conference is expected to address the transfer of security responsibilities from international forces to the Afghan security forces over the next 3-years.
The meeting is also expected to address the long-term role of international aid to Afghanistan, as well as a possible political settlement with the Taliban.
China is being represented at the meeting by Foreign Minister Yang Jiechi.

Obama condoles with Pakistani president on troops killed in NATO strike

US President Barack Obama has now had his first direct contact with Pakistan's leadership since the NATO bombing of two Pakistani border check points two weekends ago.
Obama has held a telephone conversation with Pakistani President Asif Ali Zardari, offering his condolences for the NATO strike, and promising a full investigation.
That attack two Saturday's ago left 24-Pakistani soliders dead, and has sparked a swift response from the Pakistani side.
The Pakistani government has given the United States until next week to pull its forces out of a Pakistani airbase it's been using, on top of cutting off NATO's main supply routes through the country.
Pakistan is also boycotting the conference on the future of Afghanistan, which is set to be held this Monday in Germany.

Italian cabinet approves emergency reform plan

Italy's cabinet has passed emergency reform measures designed to try to boosting economic growth in the country.
Prime Minister Mario Monti says the goal of the new measures is to try to "reawaken" the Italian economy.
The details of the plans aren't clear at this point.
The plans are set to be put forward to the Italian parliament later on this Monday, with Monti saying he wants to see the new reform measures approved before Christmas.
The new reforms come following weekend meetings with political, labor and business organizations.

Two gaint pandas from China land in Britain

A pair of giant pandas from Sichuan have landed in Britain.
Tian Tian and her companion Yang Guang are now taking up residence at the Edinburgh Zoo for 10 years.
The two giant pandas will be unveiled to the public in Scotland after a two-week "settling-in" period in their new home.
The 8-year-old pandas are the first pair to be loaned out to the UK in 17 years.

China raises 12 mln USD to support volunteer programs helping migrant workers

The China Volunteer Service Foundation now says it's raised over 80 million yuan to fund volunteer services to help migrant workers across China.
The figure has been released to coincide with International Volunteer Day today.
The money is used to offer vocational training and legal assistance to migrant workers.
The funds are also used to teach and tutor the children of migrant workers.
Stats indicate that there are an estimated 34-million registered volunteers in this country.
