It is a great privilege to be back in Beijing, especially among such esteemed company, marking the 15th anniversary of the prestigious China Development Forum.

非常荣幸能再次回到北京，尤其是能与诸位汇聚一堂，共同庆贺负有盛名的中国发展高层论坛创办15周年。

I would like to thank Mr. Li Wei and his colleagues at the Development Research Center of the State Council for inviting me here today.

我要感谢李伟先生和国务院发展研究中心的同仁邀请我参加今天的活动。

Over the years, the China Development Forum has done an outstanding job of bringing together thought leaders and policymakers around the defining issues facing the modern Chinese economy.

在过去这些年里，中国发展高层论坛作出了重要贡献，它将思想界领袖和决策者聚集在一起，共同讨论当代中国经济面临的问题。

This year’s discussion—centered on the theme of “To Comprehensively Deepen Reform”—comes at a particularly momentous time for China’s economy.

今年的讨论围绕的是“全面深化改革”主题，鉴于目前中国的经济形势，这一主题非常适时。

China is about to embark on the next phase of its remarkable journey, a journey that has propelled it to the top tier of the global economy and lifted hundreds of millions of people out of poverty in a remarkably short period of time.

中国即将踏上其不平凡旅程的下一阶段，而正是这一旅程让中国在非常短的时间里进入全球顶级经济大国行列，并使亿万人口脱贫。

This new transformation will come with three key dimensions—a firm destination, a clear roadmap, and a deep sense of global responsibility. What do I mean by this?

新的转变将包含三个关键内容——坚定的目标、清晰的路线图，以及高度的全球责任感。具体寓意是什么呢？

First, a firm destination. After showing great economic leadership, especially during the recent global financial crisis, China has its eyes fixed firmly on its next destination—aiming for higher quality, more inclusive, and more sustainable growth.

首先，坚定的目标。中国展现了在经济方面的卓越领导能力，尤其是在最近的全球金融危机期间。未来，中国将着眼于实现下一个目标，即实现更高质量、更具包容性和更可持续的增长。

Second, a clear roadmap. Here, I am referring to the Third Plenum Reform Blueprint, which outlines the reforms needed to reach this destination. These reforms are ambitious. They will require hard decisions and tradeoffs, but I am confident that China will rise to the challenge—as it has always done.

其次，一个清晰的路线图。在这里，我指的是十八届三中全会的改革蓝图，其中概述了实现此目标所需的改革。这些改革具有宏远的目标。在改革过程中，需作出艰难的决定和权衡。但是，我相信，中国将一如既往，战胜面临的挑战。

Third, deeper global responsibility. As China’s share in the global economy continues to rise, so will its responsibility in supporting the global common good—global financial stability, environmental sustainability, and the global rules of the game. The IMF will be a key forum for this kind of global cooperation, and I welcome a strengthened partnership with China.

第三，更多的全球责任。随着中国在全球经济中的分量不断上升，其在维护全球共同利益——包括维护国际金融稳定、促进环境可持续性和制定与维护全球游戏规则——方面的责任也随之上升。基金组织将是这种全球合作的主要论坛，我期待着与中国进一步加强伙伴合作关系。

I firmly believe that this reform program will secure the “Chinese dream” for the next generation, and in doing so, will benefit the entire global economy. I look forward to fruitful discussions surrounding this next great transformation and China’s continued global economic leadership.

我坚信，这项改革规划将为中国的未来一代圆一个“中国梦”，进而也将有利于整个世界经济。我期待着与诸位就未来的这一伟大转型进程以及中国在全球经济中持续发挥的领导作用进行富有成效的讨论。
