House bid rejected, Senate Democrats and Republicans now negotiating

After President Obama rejected a bid from House Republicans for a short-term debt limit increase, all eyes are on the Senate as negotiations there are underway. Senate Democratic Majority Leader Harry Reid met with his Republican counterpart, Mitch McConnell, telling reporters after that he wanted to cut a deal, although nothing had been decided.

The Treasury Department has warned that -- for the first time in history -- the United States could default on its debt, if the nation's borrowing limit isn't raised before Thursday. Lawmakers continue to scramble to try and put hundreds of thousand of federal workers back on the job, after their failure to pass a budget before October 1 led to a partial shutdown. Although the shutdown has caused public parks to close, New York, among other states, has made deals with the federal government to reopen their respective parks over the next few days, including the Statue of Liberty.

Another migrant boat sinks off Italian coast

It's a crisis that only seems to be getting worse. Just one week after a boat carrying Eritrean and Somali migrants sank off the Italian coast, killing more than 300, another boat capsizes and sinks. But this was more of a rescue effort. Dramatic Italian Navy video shows victims of the shipwreck in the frigid waters and rescuers pulling them one by one into rescue boats. Cries of those not rescued are heard in the distance. (NAT SOUND) Emergency blankets cover some of the victims.-- more than 200 were rescued in the latest effort, and more than 30 bodies recovered. The Prime Minister of Malta, Joseph Muscat, says its time for action on the migrant issue.

Kerry-Karzai security talks make progress; car bomb kills four

After two days talks between U.S. Secretary of State John Kerry and Afghanistan President Hamid Karzai, a new security deal could be on the horizon.

(SOUNDBITE) (English) U.S. SECRETARY OF STATE JOHN KERRY, SAYING: "We have resolved in these last 24 hours the major issues that the president worked through, we have resolved those issues." However, much of the deal depends on the issue of immunity for U.S. troops in Afghanistan. The U.S. is insisting it cannot agree to a deal unless it is granted the right to try citizens who break the law in Afghanistan at home.

Meanwhile, Afghans continue to live amid security concerns. In Jalalabad, a suicide bomber detonated a car packed with explosives, killing four and wounding several others outside police headquarters. No one has claimed responsibility for the attack.
