China has taken its battle against property speculation to the country's amusement parks, announcing a ban on the construction of large theme parks. The National Development and Reform Commission (NDRC), China's top economic planning agency, has halted the construction of locally approved parks expected to cost more than RMB 500m ($78m) or covering more than 20 hectares. Entertainment industry insiders say the ban is aimed mostly at real estate companies that acquire land ostensibly for non-residential developments-such as theme parks-when the true purpose is residential. Beijing is understood to be trying to tackle the illegal appropriation of agricultural land for residential real estate development rather than to slow the rapid growth of the theme park industry per se.
中国宣布禁止建设大型主题公园,从而把针对房地产投机的打击扩大到了游乐园。中国最高经济规划机构,国家发改委已叫停地方政府批准的主题公园项目建设。此次禁令针对的是预计投资在5亿元人民币(合7800万美元)以上或占地面积在20公顷以上的项目。娱乐业内部人士表示,禁令主要针对以非住宅项目(比如主题公园)名义拿地,实际开发住宅项目的房地产企业。外界认为,中国政府出台上述禁令是为了解决某些企业非法侵占耕地用于房地产开发的问题,而不是为了放慢主题公园行业自身的快速增长。
