中央政治局委员，中央政法委书记，中央社会管理综合治理委员会主任孟建柱表示，2016年，我国每10万人（per 100,000 residents）中发生命案0.62起，好于世界上大部分国家（better than most countries in the world），是世界上命案发案率最低国家之一。
2016年，我国严重暴力犯罪案件（severe violent crimes）比2012年下降（decline）43%，重特大交通事故（major and fatal road traffic accidents）下降（slip）56%。
人民群众对社会治安满意度（satisfaction in public security）从2012年的87.55%上升到2016年的91.99%。在国际上乱局交织、局部冲突和动荡不断、恐怖袭击（terrorist attack）和个人极端事件频发的背景下，我国作为一个有着13亿人口，幅员辽阔的发展大国（a huge country），能够保持犯罪率下降（keep the crime rate down）这样的局面很不容易。
孟建柱指出，目前经济类犯罪（economic crimes）越来越复杂，越来越难以察觉（detect）。商业诈骗（commercial fraud）、传销（pyramid schemes）、侵犯隐私（invasion of privacy）等通过网络实施的犯罪，给社会治理（social governance）增加了新难度。
他敦促各地公安部门（public security departments）创新工作方法（innovate and upgrade their ways of working），增强社会治理整体性、协调性（guarantee public security in a more comprehensive and coordinated manner）。
