The paper says the problems are mainly due to the relatively poor status and living standards of teachers.
According to the paper, a teacher in rural areas earns less than 70 dollars a month, which is lower than a rag-picker in the city.
The article suggests more favorable policies be put into place, ensuring that teachers enjoy a higher standard of living. It notes it will eventually result in higher standards of education.
