Message on the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime

On this day we remember and pay tribute to the victims of the horrendous crime of genocide. We also reflect on what more we can do to uphold the responsibilities set out in the Genocide Convention.
今天,我们缅怀并悼念灭绝种族罪的受害者。面对这一骇人听闻的罪行,我们需要思考如何才能更有效地维护《灭绝种族罪公约》规定的责任。
Too often, the world has failed the populations under threat of genocide, crimes against humanity, war crimes and ethnic cleansing. The examples are many, and we know them well, but they remain a scourge, even today, causing great suffering. And the devastating impact on the victims, communities and society as a whole can take generations to overcome and heal.
对于遭受灭绝种族、危害人类罪、战争罪、种族清洗威胁的人民,我们往往没有尽到责任。这方面的例子屡见不鲜,司空见惯。即使在今天,这些罪行仍然作为祸害存在,给人类造成深重苦难。对受害者、社区和整个社会的毁灭性影响,可能需要几代人的努力才能克服和消除。
Acting quickly to early warning signs and investing in early prevention can save lives and prevent attempts to destroy vulnerable groups, in whole or in part. Where we see people facing systematic discrimination or becoming targets of violence simply because of who they are, because of their identity, we must act – both to defend those at immediate risk and those who could be in jeopardy in the future. By promoting a culture of peace and non-violence that includes respect for diversity and non-discrimination, we can build societies that are resilient to the risk of genocide.

The imperative to prevent genocide is not only moral; it is a legal obligation set out in Article I of the Convention. Indeed, the primary obligation to prevent genocide rests with States. I congratulate Turkmenistan, Dominica and Mauritius for responding to my appeal last year for the universal ratification of the Genocide Convention. I urge the 42 States that have yet to ratify the Convention to do so as a matter of priority.
防止种族灭绝,不仅是道义责任,更是《公约》第一条规定的法律义务。事实上,各国对防止种族灭绝负有首要责任。土库曼斯坦、多米尼克、毛里求斯对我去年发出的普遍批准《灭绝种族罪公约》呼吁作出响应,我向三国表示祝贺。我敦促尚未批准《公约》的42个国家把批准《公约》作为优先事项。
Civil society, religious leaders, media outlets and teachers play an important role. This year, I launched two initiatives, the United Nations Strategy and Plan of Action on Hate Speech and the Action Plan for the Protection of Religious Sites, which aim to galvanize our work and to encourage contributions from these partners, working hand in hand with states.
民间社会、宗教领袖、媒体和教师发挥着重要作用。今年,我发起了联合国《消除仇恨言论战略和行动计划》和《保护宗教场所行动计划》两项倡议,以推动这方面的工作,并鼓励这些伙伴与政府携手为此作出贡献。
Investing in prevention is especially urgent today. Across the world, we are seeing an alarming surge in xenophobia, racism, anti-Semitism, anti-Muslim hatred and attacks against Christians, often fed by nationalist and populist ideologies. It is important on this day to recognize that the Holocaust did not start with the gas chambers, nor did the genocides in Rwanda, Srebrenica or Cambodia start with mass killings. They were all preceded by discrimination, hate speech, incitement to violence and the dehumanization of “the other”.
投资预防在今天尤为紧迫。在世界各地,仇外心理、种族主义、反犹太主义、反穆斯林仇恨、攻击基督教徒事件层出不穷,令人震惊,其主要推手就是民族主义和民粹主义的意识形态。今天,我们必须认识到,大屠杀的源头不在毒气室,卢旺达、斯雷布雷尼察、柬埔寨种族灭绝也不始于大规模屠杀。歧视、仇恨言论、煽动暴力和对“异己”的非人化由来已久。
Let us pay tribute to the victims of this egregious crime by remembering their suffering and by recommitting to equality and prevention, not only in our words but in our actions.
今天,我们缅怀这一令人震惊罪行的受害者,重申致力于实现平等、加强预防。我们一定要履行自己的诺言。
