I haven't seen it happen, but I reckon it could. As long as the two people are being honest, it would be almost like talking with someone face to face. And I'd guess that quite a few people wouldn't post pictures of themselves until they really got to know the person, so the relationship wouldn't be based on looks, just on personality.
