China issues guidelines on deepening SOE reforms

The document was jointly published by the Central Committee of the Communist Party of China, and China's State Council. They say the plan should be basically completed by 2020.
A key framework document to guide and boost SOE reforms in the next five years.
According to the plan released on Sunday, by the year 2020, a better state capital management system, a modern enterprise system, and a market-oriented operating system will be formed.
State enterprises will be divided into two two categories: commercial and public goods and services. Each category will undergo different reforms and development plans, and will be subject to different supervision and assessment. The state-owned economy will be deeply integrated with the market.
To establish a modern enterprise system, the government will push state enterprises to reform and go public, and create conditions for conglomerates to list all their assets. State enterprises must seek more diversified ownership by selling stakes to state and non-state investors.
And to establish a better state capital management system, supervisors will shift from managing individual enterprises to managing capital.
State-owned enterprises will move towards mixed-ownership. This is intended to transform the management system of state enterprises, and make state investment more effective. No precise timetable has been given.
