8月10日消息 飞机上不能玩手机，恐怕这是让很多人不爽的地方，但更为严厉的处罚措施已经来临。近日，中国民用航空局发布《中华人民共和国民用航空法》（简称民航法）修订征求意见稿（简称征求意见稿），将“违反规定使用手机或者其他禁止使用的电子设备”列为非法干扰行为，并规定“情节特别严重的，可以处5万元以内的罚金”。

Passengers using mobile phones on planes might face 50,000 yuan ($7,515) fine, according to a latest draft amendment to the country's Civil Aviation Law that was published on Monday by the Civil Aviation Administration of China.
中国民用航空局周一公布了《民用航空法》（以下简称民航法）修订征求意见稿，规定乘客在飞机上玩手机可能面临5万元（约7515美元）的罚款。

Civil Aviation Law是《民用航空法》；draft amendment是修订草案。
征求意见稿明确了14种危及民用航空安全（endanger civil aviation safety）和秩序的非法干扰行为，除了在航空器内禁止使用手机（use mobile phones on planes，在飞机上使用手机）、吸烟（smoking）、抢占座位（forcibly occupying seats）、强占安检通道及登机口外（blocking channels and gates），强行闯入（break into）航空器、机场或者航空设施场所；在航空器内打架斗殴（fighting）；辱骂、殴打机组人员（beating crew）、安检员、机场地面服务工作人员；散播谣言（spreading rumors）；制造混乱（causing troubles）等。
实施（conduct）上述危及民用航空安全、秩序的非法干扰行为，尚不够刑事处罚（does not fall under the Criminal Law），或者依照《中华人民共和国治安管理处罚法》无法处罚的，适用《中华人民共和国治安管理处罚法》（Public Security Administration Punishment Law）的有关规定进行处罚，情节特别严重的，罚款金额（fine）可以增加到5万元以内。
征求意见稿修改了一些规定，明确航空公司（aviation companies）应在保证飞行安全和乘客权益（flights safety and passengers' interests）方面承担更多责任（shoulder more responsibility），从事民用航空活动的单位应当建立健全安全生产管理制度（sound management system，健全的管理制度），落实安全生产主体责任，防止和减少民用航空安全事故的发生（prevent and minimize civil aviation accidents）。
出现航班延误（delay）情况时，航空公司应告知乘客（inform passengers）并提供相关服务。同时鼓励通用航空企业投保机上人员险（buy insurance for passengers），以保障旅客权益（secure travelers' interests）。
