北京计划推出停车章程
To tackle the rising menace of parking, authorities in Beijing are going to launch a "parking space before car" policy. It means that potential car buyers would have to rent or buy a car park space first, as a pre-condition to buying a vehicle.
为解决愈演愈烈的"停车难"问题，北京政府拟在2016年推出"有位购车"，即购车者需要先买或租下停车位才能购置汽车。
Beijing had 5.59m vehicles at the end of last year, but only around 2.9m parking spaces.
截至去年年底，北京的汽车总数达559万辆，但仅有约290万个停车位。
Based on internationally accepted guidelines, there should be 3.5m parking spaces to meet the current demand.
根据国际公认的标准，要新增350万个停车位才能满足现有需要。
