Chinese Premier Li Qiang has signed a decree of the State Council to unveil rules on social insurance administrative services, which will take effect on Dec. 1.
国务院总理李强日前签署国务院令，公布《社会保险经办条例》（以下简称《条例》），自2023年12月1日起施行。
The social security system provides a safety net for people’s livelihoods and helps ensure social stability. We will further improve the multi-tiered social security system that covers the entire population in urban and rural areas and see that it is fair, unified, reliable, well-regulated, and sustainable.
社会保障体系是人民生活的安全网和社会运行的稳定器。健全覆盖全民、统筹城乡、公平统一、安全规范、可持续的多层次社会保障体系。
We will transform government functions, improve the government responsibility system and organizational structure, and establish legal footing for government institutions, functions, powers, procedures, and responsibilities, so as to enhance the efficiency and credibility of government administration. We will deepen reform of public institutions.
