Message from Ms. Audrey Azoulay, Director-General of UNESCO, on the Occasion of the International Day of Sport for Development and Peace

In a few weeks, UNESCO Headquarters will be alive with the Olympic Games, which are returning to Paris a century after the last time they were held in this city.
三个月之后,巴黎将在相隔一个世纪之后再次举办奥运会,而教科文组织总部也将随之进入欢庆奥运模式。
The Olympic Games, followed by the Paralympic Games in September, will be an opportunity for UNESCO to welcome visitors, athletes and Ministers of Sport from all over the world to Headquarters – and thus to promote, together, sport as a vehicle for inclusiveness and solidarity.
本届奥运会以及随后于9月举行的残奥会,将为教科文组织提供一个契机,在总部欢迎来自世界各地的宾客、运动员和体育部长,从而共同促进体育运动,使其成为增进包容和团结的载体。
It is in this spirit of enthusiasm that our Organization is celebrating the universal virtues and values of sport on this international day. Indeed, this unique year is the ideal moment for emphasizing how much the practice of sport, which allows us to care for both our physical and mental health, also carries with it the ethical principle of peaceful coexistence, something which we particularly need in these troubled times.

By learning to work together as a team, by observing the rules of respect, equity and fair play – even in defeat – sportsmen and sportswomen are promoting citizenship and peace.

It is these values and ethics of sport which UNESCO promotes and defends daily, particularly through the International Convention against Doping in Sport – the only international standard which brings together 191 governments in order to preserve integrity in sport.
教科文组织主要通过《反对在体育运动中使用兴奋剂国际公约》每天倡导和捍卫的,正是这些体育运动的价值观和伦理。该公约是团结191个国家政府共同致力于维护体育运动纯洁性的唯一国际标准。
In this context, the work of the seventh International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS VII), which took place in June 2023 in Baku, Azerbaijan, marked an important milestone for universal access to sport. The launch of the Fit for Life Global Alliance, a product of MINEPS VII, has provided the international community with a tool for reflection and action. The Alliance has two major priorities: to provide a large overview of sport practices to better integrate sport into public policies; next, to propose concrete measures to encourage the practice of sport, particularly as regards the training of professionals and financing.
在此背景下,2023年6月在阿塞拜疆巴库召开的第七届国际体育教育与体育运动部长和高级官员会议,是促进全民参加体育运动的一次里程碑式会议。作为本次会议的成果,“健康生活”全球联盟的发起为国际社会提供了思考与行动的工具。该联盟有两大优先事项:对体育活动情况进行全面的调查评估,以便将体育运动更好地纳入公共政策;继而提出促进体育活动的具体措施,特别是在专业人员培训和融资方面。
Promoting the practice of sport for all also, and perhaps especially, involves reducing inequalities – such as gender inequalities or inequalities linked to disability. It is to this end in particular that UNESCO is holding a major ministerial conference on August 28, to coincide with the opening of the Paralympic Games, when the Paralympic flame will pass through UNESCO. This conference will be aimed at making sport a vehicle for inclusion for all so that we can overcome our differences. Because, to draw inspiration from a famous phrase, it’s not just about participation – it’s also about inclusion.
促进全民参加体育活动,也意味着并且可能尤其意味着减少不平等,例如与性别和残障有关的不平等。因此,教科文组织将在8月28日残奥会开幕及残奥火炬途经教科文组织之际,举办一次大型部长级会议。这次会议将力求使体育运动成为促进全民包容和超越差异的载体。这是因为,套用一句名言来说:不仅要重在参与,还要重在包容。
This Olympic year, UNESCO would like to recall the following simple message: sport is more than a practice, it is also an ethic.
简而言之,值此奥运年,教科文组织谨此重申:体育运动不仅仅是一种实践,它也是一种伦理。
