Chinese President Hu Jintao inspected the southern province of Hainan before attending the annual Boao Forum for Asia opening on Saturday.
Hainan Province was one of the five special economic zones opened in the early stages of China's Reform and Opening policy.
Hu Jintao showed his respect for the island's workers, farmers, teachers and police who made great contributions to Hainan's development.
He also expressed concern for the local farmers' lives.
Hu Jintao told local farmers that the central government has increased investment to improve farmers' livelihoods through better infrastructure, education and healthcare.
One farmer said that the prices of diesel and fertilizer are still high. President Hu responded:
"Your opinions are duly noted. Because the oil price is rising, the price of fertilizer goes up with it, too. To prevent an added burden, the central government has allocated funds specifially for the farmers."
After visiting a sewage disposal factory, President Hu stressed that Hainan must promote a conservation culture, save energy resources and protect ecosystems.
He encouraged local officials and workers to seize regional economic cooperation opportunities and make further contributions to building a prosperous society.
