Russia PM promises aid during surprise visit

Russian Prime Minister Dmitry Medvedev made a surprise visit to Crimea on Monday and said urgent steps will be taken to improve living standards on the Black Sea peninsula.
The prime minister said Russia will make Crimea a special economic zone by offering tax breaks and reduced administrative procedures to attract investments.
Russia also will gradually increase pensions and salaries in Crimea over the next few months, as well as upgrade roads and other infrastructure.
