A Shanghai court recently denied a man's lawsuit against a famous actress for staring at him too intensively through a TV drama, according to thepaper.cn.
据澎湃新闻网报道，上海一家法院驳回了一名男子起诉著名女演员在电视中瞪他的案件。

stare at sb.是瞪；盯着某人看。
上海市高级人员法院在周四举行的新闻发布会上表示，该案不符合立案标准（not up to the standards for litigation），因此法院并未受理。
法官劝说该男子不要提起诉讼（file a lawsuit），该男子表示接受法院的决定（accept the court's decision）。
因“怒目”（fierce stare）被起诉的女演员是凭借电视剧《还珠格格（Princess Huanzhu）》家喻户晓（a household name）的赵薇。
《关于登记立案流程的意见（试行）》实行后，立案门槛降低（lowered the threshold for bringing a lawsuit），立案数量也较以前有所上升。
意见自5月1日实施（come into effect）以来，全国各级法院立案数（the number of lawsuits）较去年同期（compared with the same period last year）增长29%。
