为积极应对人口老龄化，我国将出台重大政策举措。中共中央政治局5月31日召开会议，会议指出，进一步优化生育政策，实施一对夫妻可以生育三个子女政策及配套支持措施，有利于改善我国人口结构、落实积极应对人口老龄化国家战略、保持我国人力资源禀赋优势。

A key meeting of the Communist Party of China unveiled on Monday a policy that would allow all couples to have up to three children, in place of the current universal two-child policy, in a bid to cope with an increasingly aging society. It also pledged stronger support for families.

周一，中国共产党的一次重要会议公布了一项政策，允许所有夫妻最多生育三个孩子，这将取代目前普遍的二孩政策，目的是应对日益老龄化的社会。会议还承诺加强对家庭的支持。

分析人士表示，这一决定表明，在最新全国人口普查数据（national census data）显示人口结构老龄化（aging demographic structure）之后，国家最高领导层更加重视稳定生育（stabilize births）和应对人口老龄化（respond to the aging population）。
这项政策在中共中央政治局会议听取“十四五”（the 14th Five-Year Plan）时期积极应对人口老龄化重大政策举措汇报（a report on major policy measures to actively address the aging population），审议《关于优化生育政策促进人口长期均衡发展的决定》（a decision on improving birth policies to promote long-term balanced population growth）后宣布。中共中央总书记习近平主持会议（presided over the meeting）。
会议强调，要贯彻落实积极应对人口老龄化（proactively cope with the aging society）国家战略（national strategy），加快建立健全相关政策体系和制度框架。要稳妥实施渐进式延迟法定退休年龄（phased-in delays to the retirement age），积极推进职工基本养老保险全国统筹（promote the unified national management of basic old-age insurance funds），完善多层次养老保障体系（multilevel social security system for the elderly），探索建立长期护理保险制度框架（explore the establishment of a long-term nursing insurance mechanism framework），加快建设居家社区机构相协调、医养康养相结合的养老服务体系（elderly care service system）和健康支撑体系（health support system）。
会议敦促各级党委和政府要健全完善老龄工作体系，加大财政投入力度（scale up their fiscal input），完善老龄事业发展财政投入政策（improve financial investment policies）和多渠道筹资机制（improve the funding mechanism from multiple channels），为积极应对人口老龄化提供必要保障。
会议指出，进一步优化生育政策，实施一对夫妻可以生育三个子女政策（three-child policy）及配套支持措施，有利于改善我国人口结构（improving the demographic structure）、落实积极应对人口老龄化国家战略、保持我国人力资源禀赋优势（maintaining China's edge in human resources）。
会议强调，要将婚嫁（marriage）、生育（births）、养育（parenting）、教育（education）一体考虑，加强适婚青年婚恋观、家庭观教育引导（stronger measures to guide young adults on issues related to marriage and family values），对婚嫁陋习（unhealthy social conduct during wedding ceremonies）、天价彩礼（excessive betrothal gifts）等不良社会风气进行治理，提高优生优育服务水平（good prenatal and postnatal care must be improved），发展普惠托育服务体系（a child care service system that benefits all families will be established），推进教育公平（equality in education）与优质教育资源供给（supply of high-quality education resources），降低家庭教育开支（reduce families' education expenditure）。要完善生育休假与生育保险制度，加强税收、住房（taxes and housing）等支持政策，保障女性就业合法权益（the legitimate interests of women in the job market will be safeguarded）。
会议还指出，对2016年全面两孩政策（universal two-child policy）调整前的独生子女家庭（one-child families）和农村计划生育双女家庭（rural families with two daughters），要继续实行现行各项奖励扶助制度和优惠政策。
我国5月公布的最新全国人口普查数据显示，2020年我国育龄妇女总和生育率（fertility rate）为1.3，与日本等老龄化社会（aging societies）相当。
自2012年以来，我国已两次调整人口政策（population policies），2013年允许一方为独生子女（one partner is an only child）的夫妻生育第二个孩子，并从2016年开始实施全面二胎政策。
