Open them all in Photoshop from File->Scripts->Statistics. Choose "median".
在Photoshop中从“文件-脚本-统计”中打开所有照片，选“中间值”。
Layman's Logic: Only constant pixels in all 15 images are those, that don't belong to the moving objects(tourists) and get cancelled out while taking median.
外行人的逻辑：取“中间值”时只有15张照片像素相同那些不属于移动物体（游客）的才能被覆盖。
People agree that it works both in theory and practice.

Obviously more number of images will improve the quality of output.
很明显照片越多最后出来的效果越好。
