When we go shopping, it is often easy to decide what we'd like to buy and what we want to disregard or leave for another time. Other times there is added pressure from a salesperson who tries to convince us to purchase something. If we realize that the salesperson is actually lying or deceiving us in order to make a sale, then we may say, "I'm never going to buy that."

It means that we think the story we are hearing is not true. It may be purposely false in order to deceive us or unintentionally untrue because the speaker has mistaken the facts. In any case, it's always best to double check the facts and don't "buy" everything you hear.
