一、口译技巧

1.合并
在未来的信息社会中，知识和技能是促进经济发展的主要驱动力，是信息产业实现可持续发展的重要因素。
In the future information society, knowledge and skills will be a major driver for economic growth and one of the major contributors to the sustainable development of the information industry. （后句与前句合并，并转化为表语）

2.词性转化
动词短语转化为形容词
信息通信与网络安全意义重大，备受各国政府高度关注。
Security is vital to information technology and network security, about which governments the world over have shown greater concerns.

3.拆分
峰会和筹备工作应考虑在世界范围内成立相应机构和体系确保通信和网络的安全可靠，严打病毒侵害，打击网络犯罪，/ 同时研究、开发和利用先进的安全技术，确保网络上传输的信息受到保护，/ 并通过法律手段，加强对网络安全的监管，保护通信和网络安全。
During the summit and preparatory meeting, it should be taken into account that international organization and mechanism should be established to ensure the security and reliability of infocom network by fighting against viruses and cyber crimes. / Efforts should be made to focus on the research, development and utilization of advanced/leading-edge security technology to protect online information. / And laws and regulations should be applied to strengthen supervision of network so as to guarantee communication and network security.
拆分：一句拆分为三句
合并：“严打病毒侵害，打击网络犯罪”与第一句合并，作为方式状语

Developed countries in particular should shoulder their responsibility and take concrete measures in the principles of mutually beneficial cooperation, effectiveness, achievements sharing and promoting growth to provide developing countries with active and effective assistance in terms of financial support, technology transfer and human resources training. / Such practical measures will bridge “digital divide” and help developing countries to accelerate its informatization process.

4.省略

5.句子成分转换
峰会及筹备工作应切实研究加快信息通信技术广泛应用的政策措施，推进网络的结构调整和升级换代，使其逐步演进成为一个融语音、数据、图像为一体的款待告诉信息网，全方位、多层次地满足多种业务需求。At the summit and preparatory meeting, concrete action should be taken on policies and measures to speed up infocom technology application, promote structural readjustment and upgrading of network and develop a high-speed broadband network that integrates voice, data and image and satisfy various level of service requirements in an all-round way.（原文中的主语转化为地点状语，增添主语”concrete action”）
