Richard: As far as I know, the fringe was used to help shed moisture. The fringe shed water drops faster by swinging back and forth. Perhaps they also serve a decorative purpose, since in some cases the fringe is quite long.

Richard: I think only in some regions. In others, moccasins and leggings were preferred. However, there is really no reliable way to tell since there was not much recording in North America before the 16th century. But evidence suggests that fringe has also a symbolic function, because fringe elements that have not much practical use were found on war shirts.
