Brazil votes in tight presidential runoff

Brazilians head to the polls Sunday in a bitterly-contested election. Final polls give incumbent Dilma Rousseff the edge as she seeks her second term leading Latin America's largest economy. Her Workers' Party has held power for 12 years -- leveraging an economic boom to expand social programs that helped lift more than 40 million people from poverty. But she's facing a tough race against former State Governor Aecio Neves, who wants to adopt more market-friendly fiscal measures to rein in public spending. The race is Brazil's most competitive presidential campaign in decades. It is also the most acrimonious, dominated by negative advertising and a steady drum beat of corruption allegations. Brazilians vote in a bitterly-contested election that pits a leftist president against a centrist senator who is promising pro-business policies.

As Ukraine prepares for Sunday's parliamentary election... Officials of the self-proclaimed Donetsk People's Republic ramp up security. Top separatist leader Alexander Zakharchenko congratulates freshly recruited soldiers as they take an oath of allegiance. But elsewhere in the rebel-held city of Donetsk -- where fighting has persisted despite a ceasefire agreement between the Kiev government and the rebels -- Local residents largely ignore the poll and try to get on with life as best they can. People line up for free food and tea at one of the city's canteens... ...and go to the theater. Actress Anna Usova says the show must always go on. "The theatre lived, lives and will live forever, because art is eternal," she says. As for the elections, separatists are looking to hold their own on November 3rd.

For one last time, American and British flags are lowered at the Bastion-Leatherneck military complex in Helmand Province. The ceremony marks the official end of British and American operations in the southwestern province, 13 years after a U.S.-led invasion launched the long and costly war against the Taliban. Britain's Camp Bastion and Camp Leatherneck, the largest U.S. base to be handed over to Afghan control, together formed the international coalition's regional headquarters for the southwest of Afghanistan. British Defense Secretary Michael Fallon says Afghan security forces are well-prepared to fight the Taliban.

You don't have the sectarian divide that we've seen in Iraq. And an army that's already proved itself over the last couple of years that it is prepared to tackle the Taliban in some of the more difficult areas of north Helmand, and therefore there is a greater chance that Afghanistan will be more secure."

The U.S. military is leaving behind about $230 million worth of property and equipment -- including a major airstrip at the base, plus roads and buildings -- for the Afghan military. After Sunday's ceremony, the sprawling base will be home to a division of the Afghan National Army, leaving almost no foreign military presence in Helmand.
