Reform to relax one-child policy, close re-education camps
国家改革放松独生子女政策
The new blueprint for reforms has been unveiled by China’s top decision-makers earlier this week. Decisions made during the 4-day meeting were outlined in a 22,000-word document released on Friday.
The reforms include the long-awaited decision to abolish the 56-year-old "re-education through labor" system. They also feature a change to the court management system to make local courts free from government interference.
The 30-year-old one-child policy will also be loosened, allowing for couples to have two children if one of the parents is an only child. Finally major steps will be taken to reform state-owned enterprises.
Since 1978, the Third Plenary Session of the CPC Central Committee has been decisive in charting the course of policy reforms and priorities for the five to ten years that follow.
