The State Council has approved a pilot reform plan for Shenzhen. The plan aims to develop the special economic zone and the Hong Kong SAR into "five centers", a financial center, a logistics center, a trade center, an innovation center and a center of international cultural and creative industries.
Under the plan, it will be easier for capital, goods and information to flow between the two places. Shenzhen and Hong Kong will cooperate in high-end shipping services and jointly establish a first-class group of ports.
The two places will also try to develop a trade center that exhibits products and promotes tourism and leisure.
